Is it fire-resistant (able to maintain circuit operation during a fire)?
No. It is Flame-Retardant (ZR), not Fire-Resistant (NH). Its function is to prevent fire from spreading along the cable. It will not guarantee continued circuit operation when directly exposed to fire. For that critical function, you need an NH-YJV22 cable.
