NSF 61 Chemical Holding Tanks: Where the Standard Applies and Where It Does Not

Chemical storage at a water treatment plant sits in an awkward regulatory gap. The tank holds a chemical that is not drinking water, but the chemical is dosed into drinking water, so the equipment boundary has to be defined before anyone can say which standard applies. Buyers frequently resolve the ambiguity by asking for NSF/ANSI 61 on every tank at the plant, which is both over-specified in some places and, more importantly, the wrong requirement in others. Getting it right matters because a tank certified to the wrong standard is a failed procurement, not a safe one.

NSF/ANSI 61 governs the health effects of materials that contact drinking water. It applies to a chemical holding tank when - and only when - the stored chemical is intended for addition to potable water and the tank is part of the drinking water system. Shijiazhuang Zhengzhong Technology Co., Ltd. (Center Enamel) supplies NSF/ANSI 61 certified glass-fused-to-steel and epoxy-coated bolted tanks, and the specification guidance below is what we ask buyers to work through before the enquiry goes out.

1. What Does NSF/ANSI 61 Cover, and What Does It Not?

NSF/ANSI 61 is a health effects standard for drinking water system components. It limits what a material may contribute to the water, not how the material performs structurally or chemically. Confusing those two things is the origin of most specification errors.

  • Health Effects, Not Performance: Certification confirms that the material does not leach contaminants above defined limits into drinking water. It says nothing about resistance to the stored chemical at concentration.
  • Component Scope: Certification covers the wetted surface - the coating or lining system and the joint materials - as supplied. It does not cover field modifications or unlisted fittings added later.
  • Not a Chemical Compatibility Standard: A tank certified for potable water contact is not automatically suitable for concentrated sodium hypochlorite or ferric chloride. Compatibility is a separate engineering question.
  • Related Standards: NSF/ANSI 60 covers the drinking water treatment chemicals themselves. The chemical and the tank are certified to different standards, and both may apply to one installation.
  • Regional Equivalents: WRAS approval applies in the United Kingdom, and other markets maintain their own schemes. Confirm the destination's requirement rather than assuming equivalence.
2. Which Water Treatment Chemicals Fall Inside It?

In practice, the tanks at a water plant that need NSF/ANSI 61 are those holding chemicals destined for potable dosing, plus the potable water storage itself. Tanks holding maintenance chemicals, fuels or process waste do not.

  • Coagulants and Flocculants: Aluminium sulphate, ferric chloride and polyaluminium chloride are dosed into potable water, so their storage and dosing tanks sit within the drinking water system.
  • Disinfectants: Sodium hypochlorite and chlorine solutions contact drinking water directly. The storage tank is in scope, and chemical compatibility at storage concentration must be verified separately from NSF 61 status.
  • pH Adjustment Chemicals: Lime slurry, caustic soda and carbon dioxide or acid dosing systems are part of potable treatment and fall in scope.
  • Fluoridation and Phosphate Dosing: Where used, these are dosed into potable water and their holding tanks are in scope.
  • Outside Scope: Fuels, lubricants, boiler chemicals, laboratory reagents and non-potable process chemicals are not drinking water system components, and NSF 61 is not the right requirement for them.
3. How Should a Chemical Holding Tank Be Specified?

The correct specification has two independent parts: a certification requirement for the wetted surface, and a chemical compatibility requirement for the stored product at storage concentration and temperature. Neither substitutes for the other, and the second is the one that decides service life.

  • State Both Requirements: Name NSF/ANSI 61 for the wetted surface and separately state the chemical, concentration range and maximum storage temperature for compatibility assessment.
  • Confirm the Coating System: Glass-fused-to-steel covers pH 3 to 11 as standard with 1 to 14 available on special specification. Fusion bonded epoxy suits a different envelope. Match the system to the chemical, not to habit.
  • Handle Off-Gassing: Sodium hypochlorite decomposes and releases gas; some coagulants fume. Vent sizing, gas-tight construction and compatible vent materials should be in the specification.
  • Secondary Containment: Bunded or double-wall construction, or a bunded compound sized to contain the largest container, is normally required for chemical storage irrespective of NSF 61 status.
  • Fittings and Gaskets: The tank coating may be certified while a non-compliant gasket or fitting is not. Specify that all wetted components, including sealants and gaskets, meet the same requirement.
Specification Element Requirement Common Mistake
Certification NSF/ANSI 61 for the wetted surface Assuming it also covers chemical resistance
Chemical compatibility Stated chemical, concentration and temperature Omitting concentration, so compatibility is never assessed
Coating system Matched to the chemical pH and temperature Specifying by habit instead of by chemistry
Wetted fittings Gaskets, sealants and fittings equally compliant Certified tank with non-compliant gaskets
Secondary containment Bunded or double-wall as required Treating containment as optional because the tank is certified
Engineering Assurance and Project Support

Every tank delivered by Shijiazhuang Zhengzhong Technology Co., Ltd. (Center Enamel) is engineered against AWWA D103-09 and EN 1090 with finite element verification of shell, roof and nozzle loads, fused at 820-930°C under ISO 9001 and ISO 45001 control, holiday tested at 1500 V across one hundred percent of the surface, and assembled with Grade 8.8 bolts and manufacturer-certified sealant. Chemical holding tanks are engineered against AWWA D103-09 and EN 1090 under ISO 9001 and ISO 45001, supplied with NSF/ANSI 61 certified coating systems for potable contact, with chemical compatibility assessed for the stated product and concentration, and delivered with compatible gaskets and fittings, venting provisions, secondary containment options and full coating test documentation.

Frequently Asked Questions (FAQ)
Does NSF/ANSI 61 mean the tank is chemically resistant?

No. NSF/ANSI 61 is a health effects standard that limits what a material contributes to drinking water. Chemical resistance at storage concentration and temperature is a separate assessment and must be stated in the enquiry. A tank can be NSF 61 certified and still be unsuitable for a particular concentrated chemical.

Which chemicals at a water plant need an NSF 61 tank?

Those dosed into potable water: coagulants such as ferric chloride and aluminium sulphate, disinfectants including sodium hypochlorite, pH adjustment chemicals, and fluoridation or phosphate dosing. Maintenance chemicals, fuels and non-potable process chemicals are outside the standard's scope.

Are the gaskets and fittings covered by the certification?

Only if they are specified as compliant. A certified tank fitted with non-compliant gaskets, sealants or fittings fails the intent of the requirement, so all wetted components should be named as meeting the same standard.

Can the tank be configured to our chemical and certification requirements?

Yes. Volume, coating system, secondary containment, venting, fittings and instrumentation are all configured to the duty. Provide the chemical, concentration, temperature, required certification and applicable local code and the tank will be engineered to match.
