Q1: Is this a hydraulic lock / pilot check valve (double block-and-bleed)?
No. A hydraulic lock / pilot-operated check valve is Rexroth type SV / SL. This item (2FRM6) is a pressure-compensated flow control valve — it meters flow in one direction and allows free return in the other. It does not lock a cylinder in position.
Q2: What does "/1.5QRV" and "B36" mean?
B36 = NG6 sandwich, rotary knurled knob with scale (0–max) + locking setscrew — adjustable by hand.
/1.5 = maximum adjustable flow = 1.5 L/min (very fine metering — used for creep-speed, pilot supply, or small actuator feed).
