With the flow valve included, the output can be adjusted to the extremely low as hoped for so that the feeding water can be pumped into aquarium at the desired speed so as not to suddenly change the chemical values of aquarium water(the sudden change will hurt the fish). Thus, it can help fish better acclimate to slowly-change water ambient.
