It is for the purpose of long time storage of such instruments or facilities as steel moulds, bearings, gears, etc. When reusing, you can simply use cloth to wipe it off, certainly it is easy to clear away the film by solvents like thinner, gasoline, kerosene, etc, and the instruments/facilities will represent their original fresh look.
