The inductor has a certain inductance that only blocks the change in current. If the inductor is in a state where no current is flowing, it will attempt to block current flow through it when the circuit is turned on; if the inductor is in a state where current is flowing, it will attempt to maintain the current when the circuit is turned off. Inductors are also known as chokes, reactors, and dynamic reactors.
